Is there a list of the PD and costs involved for events that planned for the upcoming fiscal year to assist us in filling out Form 14B?

Application Form 14A and Application Form 14B and Federal Section 223 Professional Development Budget Form all work in concert with each other. The directions at the top of Federal Section 223 Professional Development Budget Form: off this assistance “ Use the chart below to request professional development and training funds for program level initiatives and state-required activities.  Provide a total for each area of professional development, which is to match what’s identified on Application Form #14B.  For planning purposes, some estimates are provided below the table for your reference.”

On the Application form SF-424:  If we are submitting the application for renewal, will we have a "Federal Award Identifier"? If so, where can that number be located?

On the SF -424, please do not change what has been prefilled.  On the SF-424 question 2, every application is new and that is prefilled for you.  This is a federal fiscal question and not a State of Georgia question. We prefilled the answer for your convenience as explained during the Technical Assistance Workshops.  Questions 3, 4, 5, 6, and 7 are white and therefore may be left blank.

Questions 1, 2, 10, 11, 12, 13 15, 17 and 19 are prefilled.  Question 14 although not highlighted in yellow is to be completed per Georgia requirement. Also signature and date, while white it is to be completed. Yellow questions are required to be answered.   So answer 8, 9, 14, 16, 18, 20 and 21. Under # 8, there must be a DUNS number.  OAE cannot award any monies to an entity that does not disclose a DUNS number.

Do the SF-424, Assurances pages and Lobby Disclosure pages that have to have signatures need to be scanned into a file and sent with the electronic RFA-14 grant submission?  Thank you for your assistance.

February 26, 2013 Bainbridge College did not have to supply an audited financial statement for the last grant because we are affiliated with TCSG.  Is that true for this grant?

Bainbridge does not have to file audited financial statements.

Application Form #17 Demonstration of Past Effectiveness...since we are a new program this year, and do not have data from 7/11 to 6/12…what do I do?

New grantees for FY13 that do not have data for FY12 may use other sources of information if they provided adult education services.  If the organization did not provide adult education services during FY12, then FY13 data may be used.

Can we use a smaller font for this? To put all requested info, and to attempt to fit this on the allotted space, a smaller font will work better.

Also, with the new personnel definitions, I will be conducting interviews with existing full time instructors to create lead teacher and site manager positions.  While I feel certain that I know who will be in each of these slots, it's not yet official.  Can I put TBA instead of names in these slots?

February 21, 2013 A number of my key personnel (full timers) are paid for from local college funds (3 full time instructors and transition specialist).  I believe to best show our organizational layout, I need to include those in this chart too.  Is that ok if I note that they are paid from local funds? Yes

The estimate for benefits rates are:

February 19, 2013 On FY14 SF424 form there is an expiration date 03/31/2012 in the upper right corner.  Is this correct? Yes, the form is correct.  The Office of Management and Budget (OMB)  - a department of the White House – is still in the process of approving the new form.
February 19, 2013 The Census of Need did not go down for Muscogee, Harris, Chattahoochee, Stewart, Harris and Talbot but the funding went down about 20%. If the funding is based on the Census of Need, why the discrepancy?

“In a competition year TCSG Adult Education allocates the estimated grant dollars available for Adult Education by census of need by county.”

The grant dollars available are not based on past awards.  Because TCSG Adult Education has to make sure the estimated grant will cover all the counties in the competition the census of need information is used as a guide. TCSG Adult Education encourages competitors to use the allocations by county as a starting point; however competitors should ultimately build a budget and request enough grant funds in their RFA to support their plan to provide Adult Education services in the counties they want to serve.

On the budget section of the 2014 RFA, I only can pull up the first budget form chart.  How do I get to the additional ones?

  • Budget Form # 8 in budgets for 231 ABE/ESL; 225; 231 El-Civics and State. There is no Budget Form #8 in the PD Budget.
February 12, 2013 For which counties is the FY-2014 RFA a new opening rather than a renewal? Please refer to Budgets: FY 2014 Estimated Funds Allocations by County for Open Competition.  The counties are Baldwin, Bibb, Chattahoochee, Crawford, Dooly, Harris, Houston, Jones, Macon, Monroe, Murray, Muscogee, Peach, Pulaski, Putnam, Quitman, Stewart, Talbot, Twiggs, and Whitfield.
